Cambodia and Vietnam Strengthen Bilateral Cooperation Following PMs Talks

PHNOM PENH – Prime Minister Hun Sen and Vietnamese Premier Pham Minh Chinh held a bilateral meeting on Nov. 8 to discuss and sign 11 cooperation documents to promote socio-economic development between the two countries.



They aim to strengthen economic ties in a wide range of sectors: from transportation to agriculture development, telecommunication, news broadcasting, and new payment systems.



Following the meeting, Hun Sen shared on his Facebook page some information about the bilateral meeting outcomes. The signed documents comprise:




  1. A Memorandum of Understanding (MoU) between the Cambodian and the Vietnamese governments on the type and quantity of commercial vehicles allowed for land transportation;

  2. A MoU on agricultural cooperation between the Cambodian Ministry of Agriculture, Forestry and Fisheries and the Vietnamese Ministry of Agriculture and Rural Development;

  3. A border trade agreement between both countries;

  4. A joint action between both governments on joint administrative operations regarding EU custom rules for components and parts of bicycles;

  5. A joint implementation between the two governments on joint administrative operations in accordance with section 18 (3)(b) of Customs Regulations 2020 (Origin of taxable goods: preferential tariff scheme), (departure from the EU membership) for components and parts of motorcycles;

  6. A MoU on radio and television cooperation for the 2022-2025 period between the Cambodian Information Ministry and the Vietnamese national radio broadcaster, Voice of Vietnam (VOV);

  7. A MoU of cooperation on the post, telecommunications, and information and digital revolution between the Cambodian Information Ministry and the Vietnamese Ministry of Information and Communication;

  8. A MoU on bilateral cooperation between the Cambodian Ministry of Cult and Religion and the National Committee of Vietnam;

  9. A MoU on labor cooperation between the Cambodian Ministry of Labor and Vocational Training and the Vietnamese Ministry of Labor, Disability and Social Affairs;

  10. A MoU on financial innovation and cooperation in payment systems between the National Bank of Cambodia and the State Bank of Vietnam;

  11. A MoU between Viettel Cambodia, commercially known as Metfone, and the Ministry of Posts and Telecommunications.



Vietnamese PM Pham Minh Chinh pays his first official state visit to Cambodia ahead of the ASEAN Summit. He will stay until Nov. 13.

The visit also coincides with the 55th anniversary of the establishment of diplomatic relations between the two countries, which is designated as the “Year of Cambodia-Vietnam Friendship.”
